Monitoring plan templates

If you have to participate in emissions trading, you should have submitted your monitoring plans for annual emissions (obliged) and tonne-kilometres (not obliged) before 1 September 2009. If you did not submit your monitoring plans before this deadline, you should contact NEa as soon as possible. You must draw up your monitoring plans using the templates defined by the European Commission. These templates are available on the Commission's website.

Reporting templates

As an aircraft operator you are required to submit an annual emissions report to the competent authority each year. You have to submit your first verified annual emissions report, in which the emissions over 2010 are reported, by 31 March 2011.

For the first (2012) and the second (2013-2020) trading period each aircraft operator may apply for allocation of free allowances. Part of this application is a verified tonne km report, in which tonne-kilometres transported over the year 2010 are reported. This application will only have to be submitted once, by 31 March 2011.

You must draw up your reports using the templates defined by the European Commission. Draft versions of the report templates are available on the Commission's website.

Guidance for monitoring emissions and tonne-kilometres

A guidance document was prepared by the Dutch Emissions authority, in cooperation with the UK Environment Agency. This guidance is drawn up to help you to compile your monitoring plans. It is a practical interpretation of the Monitoring and Reporting Guidelines for the aviation industry. This document can be read independently of the legislation. However, you should also have a good understanding of the relevant legal documents including the EU ETS Directive and the Monitoring and Reporting Guidelines.

In addition, a document with frequently asked questions was compiled to provide further clarification on specific issues that arose after publication of the guidance for the aviation industry.

Exemplar monitoring plans

The German Emissions Trading Authority (Deutsche Emissionshandelsstelle, DEHSt) has developed exemplar monitoring plans. These are filled-in monitoring plans of a fictitious aircraft operator including an example of data flow charts for tonne-km and emission monitoring. The exemplars will show you an example of the information that NEa expects to receive from you in your monitoring plans. You will have to keep in mind that these documents are exemplars and your monitoring plan will have to describe your own systems and procedures. This could be done in the way the exemplar shows you or in a similar way which fits your system and procedures. You can find the exemplars here:

In addition, NEa published an exemplar monitoring plan for small non-commercial operators that are allowed to use the simplified monitoring methodology for annual emissions. Since there is no simplified methodology for monitoring tonne-kilometres, no separate exemplar monitoring plan for tonne-kilometres will be made available for small non-commercial operators.
